ARTICLE 14 <br />ELECTRONIC PROTOCOLS <br />EP <br />14.1. <br />LECTRONIC UBLICATION <br />14.1 .1 NA. <br /> (EC 2.1445). Except for Public Improvement <br />OTICES AND DVERTISEMENTS <br />contracts with an estimated price in excess of $125,000, in lieu of publication in a <br />newspaper of general circulation in the Eugene/Springfield metropolitan area, the <br />advertisement for an Invitation to Bid or Request for Proposals for a contract may be <br />published electronically by posting on the city’s website, provided that both of the <br />following conditions are met: <br />(a) The placement of the advertisement is on a location within the website that is <br />maintained on a regular basis for the posting of information concerning <br />Solicitations for projects of the type for which the Invitation to Bid or Request <br />for Proposals is issued; and <br />(b) The Solicitation Agent determines that the use of electronic publication will be <br />at least as effective in encouraging meaningful competition as publication in a <br />newspaper of general circulation in the Eugene/Springfield metropolitan area <br />and will provide costs savings for the city, or that the use of electronic <br />publication will be more effective. <br />14.1 .2 SDA. <br /> Addenda may be issued electronically <br />OLICITATION OCUMENTS AND DDENDA <br />only to those Offerors who have indicated an electronic address for the receipt of <br />Addenda in the records maintained under subsection 6.5. <br />E-P <br />14.2. <br />The city may conduct all phases of a Procurement by electronic <br />ROCUREMENT <br />methods if and to the extent the city specifies in a Solicitation Document the manner in <br />which a Person wishing to submit an Offer may participate in the Procurement. <br />14.2 .1 RGEP. <br />The city must conduct all <br />ULESOVERNING LECTRONIC ROCUREMENTS <br />portions of an electronic Procurement in accordance with Article 14, unless otherwise <br />set forth in this Rule. <br />(a) The city must open an electronic Offer in accordance with electronic security <br />measures in effect at the time of its receipt of the electronic Offer. Unless the city <br />provides procedures for the secure receipt of electronic Offers, the Person <br />submitting the electronic Offer assumes the risk of premature disclosure due to <br />submission in unsealed form. <br />(b) The city’s use of electronic signatures must be consistent with applicable state <br />statutes and rules.
