ARTICLE 12 <br />REQUESTS FOR PROPOSALS <br />CRD. <br />12.1 <br /> A Request for Proposals must contain the <br />ONTENTS OF EQUEST OCUMENTS <br />same materials and information as an Invitation to Bid. In addition, the Solicitation <br />Documents must contain all of the following information: <br />12.1 .1NCP. <br /> Identify those contractual terms or <br />EGOTIABLE ONTRACT ROVISIONS <br />conditions, if any, that the city wishes to reserve for negotiation with proposers, and <br />may also: <br />(a) Request that proposers propose contractual terms and conditions that relate to <br />subject matter reasonably identified in the Request for Proposals; <br />(b) Contain or incorporate the form and content of the Contract that the city will <br />accept, or suggested contract terms and conditions that nevertheless may be the <br />subject of negotiations with proposers. <br />12.1 .2 MS. <br /> The Solicitation Documents shall describe the method of <br />ETHOD OF ELECTION <br />contractor selection that the city intends or reserves the right to use. The Solicitation <br />Documents do not have to guarantee that any particular method will be used after <br />first-tier evaluation, and may reserve to the Solicitation Agent the discretion to elect a <br />method of selection after the completion of any tier of evaluation by issuing an <br />Addendum to create a new or different tier of competition under which the Proposals <br />that received the highest score for the evaluation tier just completed may proceed to <br />the new tier of evaluation. <br />12.1 .3 EC. <br /> The Solicitation Documents must contain a description of <br />VALUATION RITERIA <br />the manner in which Proposals will be evaluated, including the relative importance of <br />price and any other evaluation factors used to rate the Proposals in the first tier of <br />competition, and if more than one tier of competitive evaluation may be used, a <br />description of the process under which the Solicitation Agent will develop and <br />provide notice of the criteria and evaluation methods to be used in each subsequent <br />tier. <br />12.1 .4 TC. <br /> The Solicitation Documents must describe the period of <br />IME FOR ONSIDERATION <br />time during which Proposals may be considered and will be irrevocable and may <br />provide for extension of the time for consideration of Proposals for proposers who <br />proceed into competitive range evaluations. <br />12.1 .5 TBTC. <br /> A tier of competition may not begin until <br />IME ETWEEN IERS OF OMPETITION <br />the later of: (a) the date after which protests of the competitive range for the tier just <br />completed may not be accepted, or (b) the date on which the Purchasing Agent has <br />issued a final determination on a competitive range protest. <br />Article 12 Requests for Proposals Page 56 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
