Our interpretation is that it is an eligible expense as defined in <br />A-87 (2CFR225 as it is now called) <br />2CRF225 Attachment B 8.a. says <br />Compensation for personnel services includes all remuneration, paid currently or accrued, for services <br />rendered during the period of performance under Federal awards, including but not necessarily <br />limited to wages, salaries, and fringe benefits. The costs of such compensation are allowable to the <br />extent that they satisfy the specific requirements of this circular <br />We believe that Comp time falls under the accrued definition. And it also states that it is "not limited <br />to wages" so leave accrual would count.
