Memorandum <br />To: Pam Berrian, Karen Burling <br />Cc: Eric Wold, Lacey Risdal, Sarah Medary <br />From: Bob Blanchard <br />Date: August 16, 2006 <br />Re: Surveillance Camera Project Update and Amended Budget Request <br />Purpose <br />The two main purposes of this memo are to: (1) provide an update on the status of the telecom- <br />funded surveillance camera project, and (2) to seek approval for an additional $6,000 in funding to <br />complete the project. <br />Overview <br />In July 2005, the City of Eugene approved a project using telecom tax funding to install video <br />surveillance cameras at three remote park locations which had experienced a high level of theft and <br />vandalism. The project is titled "Parks (3) Security Cameras." The three locations are the <br />Meadowlark Prairie overlook on Green Hill Road, the Checkermallow Access parking lot on Royal <br />Avenue, and the Spencer Butte parking lot on S. Willamette Street. <br />The Parks and Open Space division discussed the surveillance camera project with the Eugene <br />Police Department (EPD) staff before beginning the project.. EPD is very interested in the video <br />evidence that the systems will provide, and said that if it was of good quality, they would be able to <br />use it to prosecute crimes. <br />The majority of the work on this project is being implemented by Feeney Wireless, under City of <br />Eugene Contract 2004-03028. At all three locations, the installed cameras are capable of recording <br />high-resolution (1600 x 1200) images at approximately 8 frames per second. The network video <br />recorders (NVRs, more sophisticated versions of digital video recorders, or DVRs) on location are <br />triggered by motion detected within the field of view of each camera. Because they are not <br />recording 100% of the time, they are capable of storing approximately one week of video from the <br />cameras. This will allow EPD ample time to download any video evidence needed to prosecute <br />crimes recorded by the systems, as long as they are reported within a few days. <br />Completion of the project has been delayed by unanticipated difficulty in obtaining electrical power <br />for the Checkermallow Access camera and wireless equipment.
