U: West University Park . Page 3 of 3 <br />We are looking for an additional $50,000 to $90,000 for improvements to West University Park. <br />Background <br />Robin and Jackie are working very diligently with the West University Neighbors to make their Neighborhood <br />Matching Grant a success. The matching grant is for a total of $30,000 ($15,000 of which is in-kind contributions <br />and the other $15,000 is cash). The neighborhood has very high expectations of what they will be able to <br />accomplish with these funds, however they have not yet demonstrated any in-kind contributions beyond labor. <br />We have estimated that if we contribute an additional $50,000 to the project the City can ensure the proper <br />construction of necessary right of way improvements, hard surfaces, utilities, irrigation, and soil preparation. The <br />neighborhood can then be responsible for the "softer" improvements such as plantings and site furniture. <br />Beyond the $50,000 to make the Neighborhood Matching Grant a success, another $40,000 would provide <br />funding for lighting and low fencing around the property. These are key design features that are intended to keep <br />the park safe and used for legitimate purposes. There are other planned improvements for the park, but those <br />could be funded in a 2nd phase. <br />Funding <br />Potential funding sources include SDC's, 98 bond funds, and A6. In my opinion, the current lack of existing park <br />services, and the amount of residential growth in the West University Park service area make a good justification <br />for SDC use. <br />We know that Quinney's development is adding 21 units to the West University Park service area. The current <br />SDC rate for multifamily units is $1,850 for a total of $38,850 paid in SDC's <br />In addition, since 1997 an additional 125 new units have been added to the West University Park service area. <br />The former SDC rate that these units would have presumably paid was somewhere between $800 and $1,345 <br />which would equal another $100,000 to $168,000 paid in SDC's. <br />Let me know if you have questions or would like to discuss more. <br />Thanks, Carolyn <br />8/2/2007 <br />
