Any site infrastructure improvements that we build with GO bonds and that we own are clearly <br />eligible for GO bond financing. <br />The consultant costs, however, are not as clear. If the City owns the infrastructure that was designed by the <br />consultants, then the consultant costs would be eligible for GO bond financing. Under state law, the City can't <br />use GO bonds, however, for CUP process or building plans and specs if we do not own the resulting building or <br />asset. You mentioned that you weren't sure which pieces of the building we might own, if any, at the end. We <br />need to know that before we can spend GO bond dollars on this project. <br />If you want to talk about this some more, let me know and I can set up a call with our bond counsel to discuss. <br />Thanks. The initial thought was that the bond proceeds would go to <br />site infrastructure improvements and consultant costs in getting the CUP resolved and participating in getting <br />the building plans and specifications developed and ready for contract.
