Larsen <br />City Traffic Engineer <br />Subject: ODOT Signal Maintenance Agreement <br />The attached agreement updates and replaces a series of separate ODOT-City Agreements for the <br />operations and maintenance of traffic signals on State facilities within the city limits.{ Previously city <br />maintained signals on the state system were under a collection of agreements with the state re-imbursing <br />the city either nothing or 50 % of our cost to operate and maintain the signal: The terms of the new <br />agreement increase State re-imbursement to the city to 50% on all the state owned-city maintained <br />signals. The actualre-imbutsementwill be based on our cost to operate and maintain the overall signal <br />system and will vary slightly on an annual basis. <br />In theory our re-imbursement from ODOT would have increased significantly when ODOT started paying <br />50% for the signals they had previously paid nothing for. <br />The jurisdictional transfer of Franklin Blvd. and 6`" and 7`" removed about 20 signalsl from the old <br />agreements. The City is now 100% responsible for the signals in the transfer area. This would have <br />resulted in approximately an overall $5,000 net decrease in revenue from the State based on the new re- <br />imbursement rate. By adding the State signals not covered in any of the previous agreements; the City <br />will experience a net decrease of about $2000 in payments by the State. <br />} <br />The net effect is that we will now operate and maintain significantly less signals for the State, receive <br />more revenue per signal from the state for signals on their system and receive slightly less overall revenue <br />from the state. <br />
