This path will connect <br />Eugene and Springfield by creating an off - street multi -use path from the Knickerbocker Bridge <br />to near Glenwood Blvd. in Springfield. The attached IGA outlines maintenance responsibilities <br />for the path since it passes through ODOT right -of -way. <br />Through the IGA the City is agreeing to maintain the path and related infrastructure (e.g., <br />lighting, railings, etc.), remove graffiti, litter and control encroaching vegetation related to the <br />bike path, up to the center line of the 1 -5 bridge right -of -way. ODOT will retain responsibility for <br />structural integrity of the path as it relates to their construction efforts, as well as, homeless <br />camping enforcement and cleanup. The City of Springfield will be signing a similar agreement <br />for the path east of the center line of the right -of -way. <br />"Design Enhancements" may be integrated into the project over the next year. The IGA does <br />not commit the City to maintaining these artistic features at this time, but lays out a process for <br />determining maintenance responsibilities for these additional features and possibly amending <br />the agreement in the future. <br />No funding is provided at this time, and the City is expected to perform agreed upon <br />maintenance to the level of existing standards and available funding.
