This <br />additional property would be acquired (or the land placed under a use agreement rather <br />than purchased outright) and developed as part of Phase 1 and included in the BRT <br />budget. Acquisition of any of this property would necessarily be constrained by the <br />BRT budget and legal considerations and would be subject to additional negotiations <br />between the City and LTD. LTD and the City would continue to work on the current <br />planning concept of dropping two lanes of traffic. This effort would be folded into <br />Phase 2 described below. <br />Phase 2: Phase 2 would have a 10 year planning and implementation horizon. It would <br />include continued progress on improvements to this corridor. Within 6 to 8 years of <br />completion of the BRT within the Franklin corridor, and sooner if needed, the City and <br />LTD would re-examine this corridor for impact of BRT productivity, auto traffic and <br />congestion, bike and pedestrian needs, beautification, and adjacent commercial <br />development. The goal would be to assess the need to expand the corridor to include <br />two full lanes of BRT right-of-way, the need for expansion of bike lanes and sidewalks, <br />land use changes to support increased commercial development, and overall <br />beautification improvements. Alternatives to be considered are: expanding total right- <br />of-way, removing one or two lanes of the existing lanes of traffic, and increased <br />utilization of the median for transportation purposes. LTD would commit to a <br />partnership on this project in conjunction with BRT enhancements. <br />Phase 3: Phase 3 would have a 15 to 20 year time frame and would be driven by what <br />was proposed and accomplished with Phase 2. It would obviously be driven by any <br />significant changes in BRT capacity. If the City and LTD mutually agreed, this time <br />frame could be moved up due to BRT overloads, changes in traffic patterns, or <br />development needs. <br />4_ . <br />2 <br />
