EXHIBIT 4.2 <br />Scope of Work: <br />Coburg Ridge Communications Building <br />8/27/99 <br />Construct a communications building with the following criteria: <br />24 feet by 30 ft. <br />Minimum 9 foot inside ceiling clearance. <br />Construction materials to be of concrete block or poured concrete <br />Earth Quake resistant (Zone 4 Criteria) <br />200 Amp /120 volt electrical service fully surge protected. <br />Service lighting to consist of fluorescent lights. <br />Air conditioning suitable for maintaining a max temperature of 75 degrees. <br />Heating to maintain a minimum temperature of 60 degrees. <br />Doorway minimum 36° w x 96" h, steel with high security deadbolt <br />Construct a.self supporting tower with the following criteria: <br />Valmont-Microflect or equivalent <br />1'95 feet (minimum) height. <br />450 Sq ft minimum Antenna Wind load capability <br />Secure all necessary permits. <br />
