SCOPE OF SERVICES <br />1. SCOPE OF SERVICES <br />1.1. The Institute for Applied. Ecology (I AE) (Contractor) shall conduct monitoring on <br />lands owned by the Bureau of. Land Management in the West Eugene. Wetlands, <br />Eugene Oregon as part of the National: Fish and Wildlife Foundation's ( NFWF) <br />Native Plant Conservation Initiative grant (NFWF Project# 2008- 0056 -003) awarded <br />to the City of Eugene for Threatened and Endangered. Plant Recovery in the West <br />Eugene Wetlands (OR). IAE shall conduct monitoring activities 'in the form of plant <br />community assessments and surveys of known threatened and. endangered plant <br />populations to satisfy the activities outlined . in the NFWF grant:: <br />1.2. The.Contractor shall provide the City with a report documenting the completion of <br />monitoring.,activities and records detailing expenditures under this Contract that are <br />sufficient to meet standards required for NFWF to reimburse.the City, under the City's <br />grant agreement with NFWF.... <br />2. LIMITATIONS TO THE SCOPE <br />2.1. _ The Contractor shall adhere to all of the stipulations set forth in the grant award from <br />NFWF (Exhibit B, National Fish and Wildlife Foundation Grant Agreement, Project <br />2008- 0056 - 003). <br />2.2. , The City is not responsible for securing access to properties owned by, the Bureau of <br />Land Management for the purposes of completing the work outlined herein; sole <br />responsibility l ies with the Contractor. <br />3. FEE <br />3.1. The estimated fee for completion of this project is outlined below, with a not-to- <br />exceed amount of $35,000.00. <br />Monitoring Specialist: 129 hours :..................:..:.. ..::... ................... $7422.66 <br />Monitoring Technician: 1006 hours ............ ..:.:.............. .....................$27;302.84 <br />Travel: 5 roundtrips @ 94 mi../trip, $0.585/mi ...... ............ .................... $274.50 <br />TOTAL $35,000:00 <br />4. SCHEDULE <br />.4.1.. Work conducted under this contract shall. begin no sooner than April 13, 2009, or the <br />date the contract is signed, whichever is later: All field work activities (surveys and, <br />assessments) shall be completed by October 31, 2009. All reporting shall be <br />completed by March 31, 2010: <br />4.2. Fees and expenses shall be billed according to the discounted rates outlined in the <br />attached rates, Exhibit C. The contract is subject to Oregon Prevailing Wage Rates <br />(ORS 279C. 800 to 279C.870) and.the Davis -Bacon Act.(40 U.S.C. 276a). The <br />contractor and every subcontractor on the project shall pay the higher of state or <br />federal prevailing wage: The contractor certifies compliance with ORS 279C.800 to <br />
