Then at least there would be a way for people to know the agreement exists <br />and to find it. <br />don't know any way to get all parties to sign - -I think that's a problem that is not unusual. <br />---- - - - - -- <br />From: CONE Julie L <br />To: KALIL Maggie E <br />Subject: Contract Question <br />Date: Thursday, May 02, 1996 2:55PM <br />I have a contract that was started last summer /fall between <br />the City and US Army Corps of Engineers, US Fish & Wildlife, <br />EPA, Oregon DEQ, OR Division of State Lands, US BLM. It is a <br />contract to Establish a Comprehensive Mitigation Banking <br />Program to Implement the West Eugene Wetlands Plan. <br />It has taken an extremely long amount of time to get the <br />contract signed. I received it in my office yesterday and <br />find that Fish & Wildlife has not signed it yet. They want <br />some kind of study done on the land before they sign. My <br />understanding is that they will eventually want to sign. <br />My questions are: What do I do with the contract at this <br />point? It is not a completed contract unless all parties have <br />signed or initialed their knowledge that a listed signing <br />party is not goring to sign after all, is it? I can't record <br />it as it is, can I? What if F &W comes back to sign later? <br />The City reps working with the contract are under the <br />assumption that it is a binding contract for all that have <br />signed, whether it is "Completely signed or not ".
