Then at least there would be a way for people to know the agreement exists and to find it. don't know any way to get all parties to sign - -I think that's a problem that is not unusual. ---- - - - - -- From: CONE Julie L To: KALIL Maggie E Subject: Contract Question Date: Thursday, May 02, 1996 2:55PM I have a contract that was started last summer /fall between the City and US Army Corps of Engineers, US Fish & Wildlife, EPA, Oregon DEQ, OR Division of State Lands, US BLM. It is a contract to Establish a Comprehensive Mitigation Banking Program to Implement the West Eugene Wetlands Plan. It has taken an extremely long amount of time to get the contract signed. I received it in my office yesterday and find that Fish & Wildlife has not signed it yet. They want some kind of study done on the land before they sign. My understanding is that they will eventually want to sign. My questions are: What do I do with the contract at this point? It is not a completed contract unless all parties have signed or initialed their knowledge that a listed signing party is not goring to sign after all, is it? I can't record it as it is, can I? What if F &W comes back to sign later? The City reps working with the contract are under the assumption that it is a binding contract for all that have signed, whether it is "Completely signed or not ". Is that true?
