Funds would be shifted from the- Kaufman parking lot ($8,000) .inl from StaLcs <br />Streets assessments ($13,150). The memo also explained work to be accompl.i..hed <br />on the five projects. <br />Manager explained that the Kaufman parking lot needed more planning and that <br />staff, in cooperation with the neighborhood group, recommended that it be delayed. <br />All the money needed for the States Streets assessments, he said, had already <br />been appropriated. <br />In response to Councilman Murray, Assistant Manager described the area under the <br />Washington /Jefferson Street ramp to be enclosed for parks storage area. Also, <br />that it had no bearing on the proposed tennis courts when Mr. Murray reported that <br />he had been receiving reports that a substantial number of people were seeking <br />to use the proposed tennis courts area for basketball. Carol Baker, parks <br />information coordinator, added that the work proposed would be a chain link <br />fence to camouflage the storage area. <br />Councilman Murray then inquired about the purpose and location of the Skinner <br />Butte fence. Assistant Manager answered that it would not stop people from <br />climbing the rock . quarry. Its primary intent was to prevent people from coming <br />down the hill into the quarry who are not qualified to be in the quarry climbing. <br />Ms. Baker said the parks design staff hoped that with the fence a trail would be <br />developed channeling people the edge of the cliff and far enough away for <br />their safety, at the same time providing a viewpoint. <br />Mr. Murray moved seconded 'by Mr. Hamel to approve the reallocation of <br />funds as presented. Motion carried unanimously. <br />III - Police Department Presentation - Copies of a. handout were distributed to Council <br />members by Dale Allen, police chief. The material gave a comparison of Eugene's <br />crime rate with that of other cities across the nation of similar size. It also <br />presented an illustration of the actual increase in number of major crimes <br />reported in Eugene since 1970, an analysis of the major crimes reported to the <br />Eugene police department in 1974, and a description of five programs initiated <br />with the help of the f:ujene police department for tho•purpose of meeting major <br />crime problems. <br />Chief Allen described the programs: (1) An appeal to citizens to report crimes <br />to the police department, thereby giving a broader and more complete picture <br />of problems involved, at the same time . giving an opportunity to solve a crime: <br />and apprehend the perpetrator. Chief Allen said there had been a sharp increase <br />in the number of crimes reported since institution of this program. (2) Creation <br />of a major crime team comprising five officers (now authorized to comprise nine. <br />officers). He illustrated with charts and graphs trends in crimes against <br />property - auto theft, burglary, larceny, and against persons - aggravated assault, <br />robbery, forcible rape, homicide.- and said the crime team had been extromely <br />successful'in working effectively with detectives and patrol of other law <br />enforcement agencies. (3) Creation of a five - member burglary team, funded through <br />CETA, with the goal of reducing residential burglaries. This program involved <br />working with residents to encourage i.denti.fication.of property by use of an <br />engraving tool and display of a window sticker where property had been so marked, <br />offering security surveys and reconunendati.ons on how to improve security, and <br />encouraging neighborhood watch program . through group discussions. (4) Creation <br />of an interagency rape team to investigate and prosecute sex crimes with the <br />goals of dealing more sensitively with victims of sex crimes, encouraging women <br />to report such crimes, and developing an educational program to aid in the <br />prevention of these crimes. - <br />Committee - 1115175 - 7 <br />
