RESOLUTION 2010-06 <br />APPROVING THE FFY10-13 CENTRAL LANE <br />METROPOLITAN TRANSPORTATION IMPROVEMENT PROGRAM (MTIP) <br />WHEREAS, the Lane Council of Governments (LCOG) Board has been designated by the State of Oregon as <br />the official Metropolitan Planning Organization (MPO) for the Central Lane region; and <br />WHEREAS, the LCOG Board has delegated responsibility for MPO policy functions to the Metropolitan <br />Policy Committee (MPC), a committee of officials from Eugene, Springfield, Coburg, Lane County, Lane <br />Transit District, and ODOT; and <br />WHEREAS, the draft MTIP document has been published or otherwise made readily available for public <br />review including in an electronically accessible format on the MPO's web site; and <br />WHEREAS, the public involvement process described in the MPO's adopted Public Participation Plan has been <br />followed, and public comment has been received and responded to; and,' <br />WHEREAS, transportation projects using several categories of federal funds and projects that are regionally <br />significant for air quality purposes are included in the FFY10-13 MTIP with details describing lead agency, <br />phase, project scope, and cost; and <br />WHEREAS, the Central Lane MPO Transportation Planning Process has been determined to be in substantial <br />compliance with the required elements of federal transportation legislation; and <br />WHEREAS, the improvements included in the FFYI0-13 MTIP have been drawn from or have been <br />determined to be wholly consistent with the long range regional transportation plan; and, <br />WHEREAS, the improvements included in the FFY10-13 MTIP using STP-U funds are consistent with the <br />project selection criteria and process identified in the FFY10-13 MTIP; and, <br />WHEREAS, the improvements included in the FFY10-13 MTIP demonstrate fiscal constraint; and, <br />WHEREAS, an Air Quality Conformity Determination for the FFY10-13 MTIP is in preparation and is <br />expected to show compliance with the Clean Air Act; <br />NOW, THEREFORE, BE IT RESOLVED: <br />THAT, the FFY10-13 Metropolitan Transportation Improvement Program, Exhibit A, is hereby adopted; <br />THAT, the newly adopted FFY10-13 MTIP will be put into effect no earlier than October 1, 2010, and no later <br />than the effective date of the FFY10-13 STIP, subject to demonstration of air quality conformity. <br />PASSED AND APPROVED THIS 12th DAY OF AUGUST, 2010, BY THE METROPOLITAN POLICY <br />COMMITTEE. <br />ATTEST: <br />Alan Zelenka, Chair <br />Metropolitan Policy Committee <br />George Kloeppel, Executive Director <br />Lane Council of Governments <br />MPC 5.a - Attachment 1 - Resolution 2010-06 Page 1 of 1 <br />
