I <br />State mandate requires advance vision clearances be maintained for both regulatory sign controls <br />' assigning right -of -way and other corners at intersections. City complies with mandates at all <br />high volume or high activity locations and all other locations having demonstrated a problem by <br />painting and maintaining curb markings to prohibit parking. Similar controls are exercised at <br />any other vertical or horizontal curve or other feature that requires on- street parking restrictions <br />to provide adequate vision clearances as needed. <br />1 Policy dictates extent of restrictions on appurtenances permitted within the public right -of -way. <br />On- street parked vehicles, street trees, etc. found outside City Code's 35' public comer triangle <br />are prohibited in all cases where an analysis has been made that finds such appurtenances to be a <br />' vision obstruction with respect to cross traffic at intersections of roadways with other roadways, <br />alleys, driveways, bike paths or any other facility where conflict may occur. Motor vehicles, <br />bicycles and pedestrians are all taken into account. <br />Established practice is to consider posted speeds or 85th percentile speeds in calculating needed <br />sight distances to be achieved. AASHTO safe stopping distances are used in this analysis. For a <br />typical four legged intersection the yielding motorist must be able to safely see the required <br />distance up and down the cross street without having the front of the driver's vehicle having to <br />advance into the nearest cross travel lane. Seven feet is considered the distance from the <br />' vehicle's front to the driver's eye for making this calculation. <br />2.G.1 Vegetation Abatement <br />■ 2.G.2 Tree Trimming <br />Traffic Operations staff shall immediately trim or prune any tree which restricts visibility for a <br />traffic control device in such a manner as to provide unrestricted visibility for the intended use. <br />Traffic Operations may request assistance from Urban Forestry for follow up and review of <br />' pruning practices. Urban Forestry shall attempt to maintain public vegetation and trees free of <br />obstructing traffic control devices. <br />2.H Temporary Traffic Control <br />Temporary traffic control shall conform to the MUTCD and ODOT Temporary Traffic Control <br />standards. Exceptions, limitations, and additional requirements may be imposed by Traffic <br />Operations due to the unique circumstances encountered in the urban transportation system <br />environment. Traffic Operations may impose specific and restricted access days and hours, <br />additional controls as necessary to ensure public safety, mobility, and right -of -way best use. <br />Appropriate temporary traffic control is essential for the protection of workers and the public <br />utilizing the public rights -of -way. A temporary traffic control plan may be required for any <br />activity impacting the normal use of the public right -of -way.
