A small number of the city's traffic signals are pedestrian crossings or are located at an <br />intersection of two collector streets. Because a pedestrian normally must stop before crossing at <br />a signalized ped crossing, two -way stop control in effect already exists at these locations, <br />therefore temporary controls are not warranted. At an intersection of two collector streets the <br />lower traffic volumes and speeds argue against temporary controls, given the many higher -traffic <br />locations where temporary control will be needed in a power outage. <br />Background information <br />This revised version of the April 1999 draft traffic control plan is provided as additional <br />background information, including the basis for prioritization of intersections and a brief <br />summary of legal considerations. <br />1. Basic assumptions and legal considerations <br />a. Nature and scope of event <br />This traffic control plan is to be used during a major power outage affecting traffic signals <br />and street lights on a widespread basis, for a period of more than two hours. <br />Power outages occasionally occur in Eugene that affect one or more traffic signals and <br />larger numbers of street lights. Typically these are isolated occurrences affecting only <br />small numbers of locations, and they are dealt with on an as- needed basis by police and <br />public works staff. Depending on the location, type of traffic, duration and other factors, a <br />range of options can be used including letting traffic fend for itself, police officer traffic <br />control, installation of a temporary generator, or temporary stop control. During a large - <br />scale power outage a different level of response is warranted. <br />Street light power outages are not normally responded to as traffic emergencies, although <br />t large numbers of street lights out in a particular area, especially'on the busiest streets, <br />warrant a public works call -out to restore power quickly. <br />' The working assumption for this plan is that a large sector of the city would be without <br />' Page 21 of 36 <br />Last Revised: MOM <br />
