I <br />' League of Oregon cities, and the Department of Transportation. The panel hears ODOT's recommendations and <br />testimony from the local road authority and makes the final decision. <br />' ODOT may initiate a speed study on City roads and make a recommendation to the City. The process is similar <br />to that described above. <br />2.C.7 Parking Control Signs <br />2.C.7.a No Overnight Parking <br />2.C.7.b No Parking At Any Time <br />2.C.7.c No Parking — listed hours <br />2.C.8 Traffic Circles <br />2.C.9 Railroad Crossing Signs (APWA 31.16) <br />Railroad crossing signs shall be installed and maintained in compliance with MUTCD and Oregon Revised <br />Statutes regulating railroad crossings. Traffic Operations works closely with Oregon Public Utility Commission <br />(OPUC) — Railroad Unit which has authority over all crossings within the State. Details of all public crossings <br />are controlled by the OPUC issued Crossing Order. Routine inspections of all crossings are performed by <br />ODOT rail and the City is notified of the results. Any OPUC identified deficiencies are corrected immediately <br />by Traffic Operations. <br />2.C.10 Transit — Public Transportation Signs <br />2.C.I I U -Turn Signs <br />U -turn permitted signs shall be installed at signalized intersections in accordance with ORS and ODOT <br />standards. Oregon law prohibits U -turns unless signs are placed to allow them. <br />2.C.12 Overhead Signs <br />2.C.13 Special Signs (APWA 31.13) <br />Special signs, which may be included in the MUTCD, shall not be installed by Traffic Operations in the public <br />right -of -way. If a demonstrated general public need exists, a special sign may be authorized by exception. <br />' Special signs shall be authorized by the Traffic Engineer. <br />2.C.13.a Neighborhood Watch Signs <br />Neighborhood watch signs shall be located on private property. If, in the opinion of Traffic Operations, no <br />reasonable location on private property exists, installation in -the public right -of -way may be approved by <br />exception. Neighborhood watch signs shall not be installed on traffic control device supports. <br />2.C.13.b Children at Play Signs <br />Children at Play signs, shall not be installed in the public right -of -way. <br />' <br />Page 13 of 38 <br />Last Revised: 2WI08 <br />
