3. COMMUNICATIONS REQUIREMENTS <br />This section includes a description of the end devices and centers that need to be supported on <br />the transportation network and the associated requirements for communications facilities. All of <br />these existing and planned devices and centers, considered as a group, form the requirements <br />for Public Works and must be supported by the communications network. <br />3.1 Existing and Planned Device Requirements <br />Existing traffic signals and ITS devices are illustrated in Figure 2 and proposed ITS devices from <br />the Regional ITS Plan are shown in Appendix E. The City is also considering a few devices that <br />are not covered in the Regional ITS Plan. The requirements for all existing and proposed <br />devices are described in Table 5. <br />Any communications infrastructure shared with ISD will also need to meet their security <br />requirements. ISD is required to follow a number of national standards (e.g. FBI) because of the <br />sensitive government information carried on their network. <br />Additionally, the local media has expressed interest in being able to access live video feed from <br />existing and planned CCTV cameras. <br />3.2 Center -to- Center Requirements <br />Links between traffic and emergency management centers are a key element of traffic <br />operations for both normal and emergency conditions. The Public Works office at 1820 <br />Roosevelt Boulevard essentially operates as a Traffic Operations Center (TOC) during normal <br />business hours. The City may consider a more formal TOC with additional staff and expanded <br />hours in the future". Other regional centers that Public Works would like to share data and or <br />video images with include the following: <br />• ODOT Traffic Operations /Management <br />• City of Springfield Traffic Operations /Management <br />• Central Lane 911 Center <br />• City of Eugene Emergency Operations Center (EOC) <br />• LIO Stadium Operations and Security (SOS) Center <br />4 The City of Eugene is considering moving its current City Hall location. If and when this occurs they may consider <br />including a formal TOC in the new facility.
