In the area below, please write an overall program narrative that details your 2010 Summer OYEI program.
Please attach your Final Budget Sheet, Final Reimbursement Form, all required budget documentation, photos
and any anecdotal information to this report and return it to:
Oregon Youth Conservation Corps
Attention: Doug Denning
255 Capitol St. NE, Third Floor
Salem, OR 97310
REMEMBER, ALL CREW LEADERS AND CORPSMEMBERS NEED TO COMPLETE AN
ELECTRONIC SURVEY. Surveys are located at www.oregon.gov/CCWD/OYCC
Program Narrative
(scrolling text field):
This summer the OYCC stimulus funded grant provided job opportunities to six young adults that would not
have been possible without this funding. The funding provided for a six person waterway enhancement crew
which included one lead worker. The crew provided waterway enhancement work in several sections of
Amazon Creek and other tributaries and waterways throughout Eugene. They also removed invasive species in
Delta Ponds and placed shade cloth in a section of Spring Creek.
The waterway crew worked in several sections of Eugene's waterways, including 6 miles of Amazon Creek, and
5 miles of the following waterways: the Marshall Channel, Cone Waterway, Roosevelt Channel, North Beltline
Floodway, two sections of the A3 Channel, a section of Flat Creek, and two sections of Royal Creek. In those
sections, they completed a total of eleven miles of "green piping", a term we use for pruning horizontal
branching into the waterway that can obstruct conveyance during the rainy season. They also used weed-eaters
to remove blackberry and cleaned up debris along these waterways. The waterway crew spent several days
installing 4,000 sq.ft. of shade cloth over Reed canary grass in a section of Spring Creek, located in north
Eugene. The waterways crew also worked in Delta Ponds for two weeks removing a highly invasive pond
weed, Ludwigia. This is a fairly new invasive species to Delta Ponds, so we used this project to help learn
various control methods. The crew removed approximately 20 yards of this invasive plant from the ponds. The
waterway crew worked for 9 weeks, plus one additional day of training. The lead worker worked for 9 weeks,
plus two additional days of training.
This stimulated grant provided a benefit for the citizens of Eugene that would not have been available without
this funding. It also created meaningful employment for six youth. The crew members learned significant
skills, both technical and working in a team environment. The project received recognition from many citizens
in the community and helped to implement part of the Metro G I Plan. This was a great opportunity for the City
of Eugene to partner with area youths and the OYCC to have such a significant impact for our community.
