Between 7 a.m. and 7 p.m. on Thursday, September 23, northbound through traffic on thnd Chambers will be diverted at 24 Avenue to go east or 22 Avenue to go west. Southbound thth through traffic will be diverted to go east at 13 Avenue or west at 17 Avenue. East-west traffic th will be allowed on 18 Avenue through the Chambers Street intersection, but motorists will encounter lane closures and delays and are encouraged to use other routes. The one-day closure of Chamber Street will allow paving crews from Knife River, working under contract for the Eugene Public Works Department, to grind off the top five inches th of deteriorated asphalt on 18 Avenue between Pierce Street and the Westmoreland Bicycle Bridge and construct a new asphaltic concrete base lift. The following week, weather permitting, paving crews will place the top lift of asphalt paving between City View Street and the Westmoreland Bicycle Bridge. After that work is done the project will be substantially completed except for paving markings and cleanup work. th The primary source of funding for the $1.5 million project to repair 18 Avenue is the bond measure to fix streets approved by Eugene voters in November 2008.
