Contract: 2008 - 327 <br />Exhibit B - Scope of Services and Schedule of Rates and Fees <br />Services to be Provided : Consultant agrees to provide the City the following services: <br />Assistance in developing and interpreting/applying a January 2008 survey on possible <br />ways of funding road repair, maintenance, preservation, etc., and other related public <br />opinion issues. <br />Assistance developing the resolution the Eugene City Council may vote on, the ballot title <br />and summary statement, and other supporting documents and materials as needed <br />General strategic advice focused on the overall development of written and strategic <br />materials that position a measure prior to Council action. <br />The Contractor will work closely with the City team and have access to all materials and <br />documents as they are developed, and be part of the decision-making discussions. Contractor <br />also will work closely with Northwest Survey & Data Services in developing and interpreting the <br />results of a public opinion survey. Contractor also will work closely and directly with Jerome <br />Lidz and other members of the City Attorney's Office, and with bond counsel, in drafting official <br />documents such as a council resolution, ballot title, summary statement and other supporting <br />documents and materials as needed. <br />The Contractor will work with the staff team to develop a schedule of deliverables that <br />corresponds to council packet deadlines and other time-sensitive election deadlines. <br />All draft documents and other deliverables will be provided to Eric Jones as the primary staff <br />contact for this contract. <br />The Contractor may be asked to present information to the City Council regarding strategic <br />decisions. The decision as to whether and when such a presentation might be made shall be made <br />by Public Works Director Kurt Corey. <br />The charge for services by the Contractor is all-inclusive, meaning that the City will not be <br />charged for any expenses (mileage for meetings in Eugene, etc.) Staff shall make every <br />reasonable effort to schedule meetings and presentations at times and places that make the most <br />efficient use of the Contractor's time. <br />All Work will be completed by February 15, 2008. <br />Schedule of Rates and Fees <br />Flat rate for all services 55,000 <br />Total Costs (all-inclusive) $5,000 <br />
