Exhibit C <br />Description of Services <br />1. Scope of Services <br />Consultant will partner with the Client in developing and administering a scientific survey of <br />registered voters in the City of Eugene, Oregon. This survey will function as a feasibility study to <br />determine the level of support for a series of funding mechanisms that may be placed on the <br />local ballot during the November 2008 election cycle. <br />The City of Eugene is facing a variety of challenges that will require additional funding from <br />either new revenue streams and/or increased income from existing revenue streams. One of <br />these, for example, involves public transportation and the conditions of local streets, road, and <br />highways. <br />Toward addressing these needs, the voter survey will be designed to accomplish the following <br />1.1. Feasibility for securing requisite voter support for a variety of funding <br />mechanisms. Test the level of voter support for a variety of funding mechanisms <br />presently under consideration by City officials. These include, but may not be limited to: <br />1.1.1. An $80 mm bond measure, <br />1.1.2. Increase in gas tax, <br />1.1.3. Street fees. <br />1.2. Identify the "threshold" of willingness to pay additional taxes and/or fees. <br />1.3. Test impact of the economic downturn in likely voter support for any funding <br />mechanism placed on the local ballot. <br />1.4. Identify issues of concern to constituents. More specifically, what are the main issues, <br />rank-ordered, that are on the collective mind of local voters. <br />1.5. Satisfaction/Loyalty Scorers. How satisfied, overall, are voters in the City of Eugene <br />with City government; more specifically, with the type, number, and quality of services <br />currently being provided by and/or through the City. Beyond that, SRI will incorporate <br />into the study measures of LOYALTY; because, while "satisfaction" is, indeed, <br />necessary, it is seldom sufficient. Not only does "loyalty" yield community spirit and <br />community pride, but it is one of the key and most robust drivers of voting behavior. <br />2. Research Design & Methodology <br />Populations to be surveyed: Registered voters throughout the City of Eugene, Oregon'. <br />Telephone survey: The research design will be a scientifically-designed and administered <br />telephone survey using CATI (Computer Assisted Telephone Interviewing) software. <br />Sample: The study will be comprised of four hundred (N=400) completed surveys <br />Accuracy: 95% confidence level: sampling error for N=400 is 4% to 5. <br />Length of survey: Each survey will not exceed 17 minutes <br />CONTRACT NUMBER 2008-00331 Exhibit C <br />
