Contract: 2008 - 326 <br />Exhibit B - Scope of Services and Schedule of Rates and Fees <br />Services to be Provided : Consultant agrees to provide the City the following services: <br />1. Northwest Survey & Data Services (NSDS) will conduct a Street Repair Tax Survey is to measure <br />how much residents would be willing to pay for a tax measure to pay for street repairs in the City of <br />Eugene, what limitations or restrictions residents would want to see on tax expenditures, and other <br />questions to be provided to NSDS by the Eugene Public Works Department. <br />2. To achieve this goal, NSDS will interview residents in Eugene by telephone. A sample of 400 <br />residents will be surveyed for accurate and representative results that can be generalized to the <br />entire city with a potential margin of error no greater than +5% for any question, at a 95% <br />confidence level. <br />3. NSDS will work closely with, and under the guidance of, Eugene Public Works on the survey. <br />NSDS will provide advice on question wording and response categories as necessary or upon <br />request. NSDS will pretest individual questions and the entire survey for content and <br />comprehension. Pretesting and revision will continue until the client approves the final instrument. <br />4. After survey questions are finalized and approved by the City, data collection will begin. <br />NSDS will utilize various quality-control features, including NSDS's computer-assisted <br />telephone interviewing (CATI) software program, triple redundancy backup, interviewer <br />training, testing, and monitoring, and project management and supervision. NSDS will <br />maintain copies of the data indefinitely. <br />5. After all the data is collected, NSDS researchers will deliver a copy of the survey with exact <br />question wording and top-line results, or frequency percentages. <br />6. NSDS will meet with Public Works staff to provide a progress report during the week of January <br />21, 2008. <br />7. NSDS will produce a written executive summary report. <br />8. All Work will be completed by January 28, 2008. <br />Schedule of Rates and Fees <br />Development, Data Collection and Topline Results $10,000 <br />Executive Summary Report 1,000 <br />Total Costs (all-inclusive) $11,000 <br />
