Exhibit B - Services to be Performed <br />PROGRAM DESCRIPTION <br />As part of the federal direction on stormwater quality, the City of Eugene has undertaken a public <br />education program to help reduce stormwater pollution. A critical component of the education <br />program is developing opportunities for school children to learn how to protect clean water <br />resources and reduce stormwater pollution. The City of Eugene Public Works Department desires <br />that the 4J School District teachers integrate a water quality curriculum for use at elementary <br />through high school levels. It is in the interest of the City and 4.1 School District to establish a <br />purchase of service agreement whereby 4J School District provides instruction to students using <br />the water quality curriculum as developed, and the City provides compensation commensurate <br />with stormwater program education costs identified by the City. Although it is intended that this <br />will be an ongoing program, the contract will have a duration of 10 months (September, 2006 - <br />June, 2007). At the end of that time, SPLASH program administrators for the City of Eugene will <br />review the contract to determine the appropriate level of compensation. <br />THE CITY OF EUGENE AGREES TO THE FOLLOWING: <br />1. The City will provide for the production, distribution and update of all materials that are <br />part of the established stormwater curriculum. (Known as SPLASH: Stormwater <br />Pollution Learn and Share). <br />2. The City will budget for program costs and determine maximum compensation available <br />to the 4J School District based on adopted budget resources. For the school year ending <br />June, 2007, that amount is $40,000 (forty thousand dollars). <br />3. Compensation to the 4J School District will be made upon its submittal of an annual <br />report to the City in June, 2007. <br />4J SCHOOL DISTRICT AGREES TO THE FOLLOWING: <br />The stormwater curriculum (SPLASH), as developed, will be the basis for program <br />acceptance and compensation. <br />The 4J School District will establish a procedure to ensure that participating schools are <br />incorporating the curriculum (SPLASH) into educational programs. The level of <br />participation will form the basis for future school District compensation from the City. <br />Participating schools will submit information to a representative for the District to be <br />compiled into a report using the format provided by the City or an accepted alternative. <br />The School District will report to the City and accept lump sum payment from the City <br />under the methodology described above. The District will be responsible for allocation <br />and disbursement determinations related to offsetting 4.1 stornnvater fees, awards to <br />teachers, and/or participating schools. <br />
