Based on this it appears the project should be in the
clear based on work being completed from September to October with final pay presumably being
issued at the end of October. If anything would there be any benefit or option to complete
the fund transfer to our account so they can close their account? Project Items

Hi Chuck,

Due to DUNS# issues, agreement L08AC13286 had to be reissued under
L10AC16159 in order to allow The City of Eugene to drawdown the money.
Please make note of the new number. Thanks.

Now to the issue of extending. The original agreement was issued in 2003.
The life span of an agreement is only 5 years, so this should have expired in 2008. We are
under an immense amount of pressure from WO budget to close these old agreements and return
the monies to the coffers. However, based on the City's explanation I will agree to extend
this agreement one final time. To be on the safe side we'll add another 90 days to allow
time for the City to finalize and make payment. It's important to understand that every
quarter we must address this issue when we receive the UDO (unliquidated obligations) report,
and have to continue making our case to leave it open. I will extend it to January 30, 2011,
but the City must accomplish all work by then and take their final drawdown, or we may be
forced to close it, and deobligate any remaining funds.

Teri

Teresa E.
