Last night Council adopted MWMC regional wastewater SDC methodology modifications, effective January 1, <br />2010, that result not only in rate changes but also in how MWMC calculates/collects its administration fee (currently <br />$10 per permit). <br /> <br />It’s my understanding that currently we (you) provide MWMC a breakdown of improvement, reimbursement, and <br />administrative fee components of the MWMC revenue that is “passed through” from Eugene to MWMC. <br /> <br />As of January 1, the MWMC admin fee will no longer be a separate fee component; rather it’s part of a “compliance <br />charge” that’s actually built into the rates and not independently calculated/reported (a common practice in other <br />communities). I have not spoken to any MWMC/Springfield staff person (wanted to check in with you first), however I <br />assume that for revenues collected on/after January 1, the following is true: <br /> <br />1.Eugene will only provide improvement/reimbursement splits on total MWMC SDC collected; i.e. no breakout of <br /> <br />compliance charge; and <br />2.MWMC will be responsible for the subsequent breakout of the compliance charge revenue, however that is <br /> <br />planned to be executed. <br /> <br />The deconstruction of the MWMC SDC to determine the compliance cost on an individual permit basis would be quite <br />intensive and we don’t want to go there. MWMC/Springfield must have a plan on how to draw that revenue out (after <br />the pass-through) in order to account in a separate fund. Hopefully they’ve thought about it. So...how should we go <br />about broaching the subject. Would you like me to make the contact or would you prefer to do so?
