Public Works
Administration
MORANDUM
April 12, 2010
Mayor Piercy and City Council
Kurt Corey, P.E., 682-8421
Public Works Director
FYI 1 Stormwater and Wastewater Rates
City of Eugene
101 East Broadway, Suite 400
Eugene, Oregon 97401
(541) 682-5241
(541) 682-6826 FAX
www.eugene-or.gov
purpose of this memo is to provide a summary of proposed FYl l stormwater and wastewater user
and preview the administrative order schedule. The notice of intended wastewater rate increases is
Stormwater Policy Team is recommending no increase in stormwater user fees for FY 11. Eugene's
nwater rates are relatively high compared to other cities. Holding rates flat this year will help us stay
in market. Assuming moderate annual increases in the out years, the stormwater fund is financially
e through the six year forecast period.
Wastewater Policy Team is recommending a 9% increase in local user fee increases, effective July 1,
1. This will increase the fee for a typical residential customer1 by $.76 per month.
s you might remember, the fund is recovering from the loss of the city's largest wastewater system user.
T e fund absorbed an operating deficit in FY09 and will likely experience another deficit in FY10. With
a % rate increase in FYl 1, and moderate annual increases during the out years, we expect the fund to be
Fi ancially stable through the six year forecast period.
their April 9 meeting, the Metropolitan Wastewater Management Commission approved a 5% increase
regional wastewater user fees, effective July 2009. This will increase the regional wastewater fee for a
~ical residential customer by $1.00 per month.
with a 9% local wastewater rate increase and a 5% regional increase, our wastewater rates are
vely low, when compared with other cities. For example, assuming a 9% Springfield local rate
tse for FYl 1, Springfield's monthly chazge for a typical residential customer will be $39.42,
azed with Eugene's $30.15.
is a draft calendaz for the administrative order process and public outreach.
the average usage is declining overtime, for consistency in public presentations, we continue to refer to a
"residential customer as one who uses 5,000 gallons per month.
