7. The work seriously endangers public safety and all means of procuring a safe site <br />have been exhausted. <br />Evaluation. The deaccessioning process may be initiated by the Director of a City Department <br />or a member of the PAC and is as follows: <br />• A Request for Deaccession Review form is completed and submitted to the Committee. <br />Artist vitae and the art inventory sheet, including the value of the artwork, must be <br />attached to the request. <br />• Once a request is initiated, the Request for Review form will be placed in the <br />documentation file. All related archival files and ownership records will become part of <br />that file if the work is deaccessioned. <br />• A thorough search shall be made of all City Records to determine Artist's Rights as well <br />as restrictions imposed by the donor and accepted by the City at the time of <br />accessioning. Relevant requests or preferences of the donor shall be taken into <br />consideration. <br />• Before an artwork with a value of $5000 or more can be deaccessioned, exchanged, or <br />sold from the City's Collection, a recognized professional expert approved by the PAC <br />shall be consulted for an opinion on the quality of the object, its condition and value. <br />The expert may also offer an opinion as to the physical and economical feasibility of <br />reconditioning the work. This expert opinion shall be submitted in writing and be kept in <br />the permanent documentation file. <br />• The Committee will meet to discuss the results of this search and to propose an <br />appropriate course of action. Deaccession action requires a majority vote. <br />• Staff will complete the Deaccession Form as directed by the Committee. <br />• Notification of pending action will be sent to the artist, donor, and any other pertinent <br />parties. <br />• No further deaccession action shall be taken for a period of at least 60 days after receipt <br />of the outside expert's opinion for the purpose of notification and appeal. <br />• After the 60 day waiting period, a re-evaluation of the recommendation to de-accession, <br />and consideration of any appeals, shall be made by the Committee in light of all relevant <br />documentation and the recorded expert opinion. If the re-evaluation confirms the <br />original recommendation in favor of deaccessioning, the Committee shall submit the <br />findings, substantiating the recommendation with copies of all documentation, via the <br />appropriate Department to the City Manager. The City Manager or designee shall be <br />asked to provide written approval for disposal of the object. If approval to de-accession <br />is not granted, a statement to that effect shall be placed in the object's documentation <br />file.
