Public Works <br />Engineering Division <br />City of Eugene <br />MEMORANDUM $58 Pearl Street <br />Eugene, Oregon 97401 <br />(541) 682-5291 <br />(541) 682-5032 FAX <br />P,~A 9 <br />Date: 11-19-99 ° <br />To: FILE <br />From: Scott Duckett~7~, <br />Subject: JUSTIFICATION FOR EXPENDITURE AUTHORIZATION. <br />Z authorized R&G Excavating,lnc. to perform a small earth moving operation associated with the <br />City's partnership project with the Carps of Engineers, known as the Lower Amazon 1135 Project. <br />The work entailed moving a pile of approximately 7,000 cubic yards soil a out 100 feet to blend in with <br />a new levee along Greenhill Road. <br />R&G is operating under a contract with the Corps of Engineers for a joint CitylCorps project. 1 had <br />asked for a quote from a price agreement contractor tDennis Cole Excavating} and received a response <br />that he would not be able to perform the work due to lack of the right type of equipment and timing. <br />The window of opportunity to have the work done at an extreme cast savings to the project was limited <br />to a few days in which sufficient rainfall created the proper moisture conditions to move the soil <br />without the need for a water truck and yet still dry enough that the work could be done. R&G had a <br />D8 Caterpillar dozer on site and an operator who was not in use on the larger project during this <br />limited time window. <br />The costs to move this type of equipment on site is enormous, including semi tractor-trailers, special <br />permits, and other complications. Due to this complexity, the mobilization costs are very high. A <br />smaller piece of equipment would not have been sufficient to provide the necessary level of compaction <br />needed to meet vehicle parking needs on this soil pile, <br />I had receive authorization from my supervisor to have the work performed and support from out <br />Division manager for the project. However, they did not provide specific directions on hiring a <br />contractor since I am familiar with the process. I did not solicit three quotes from price agreement <br />vendors because <br />1.} Yt was obvious that mobilization of equipment would exceed the total costs quoted by R&G they <br />Literally had their D8 Cat parked within a few feet of the pile to be moved}; <br />~.} Bringing in another contractor would involve a review by the Corps of Engineers because the soil <br />was being blended into a new levee built by the Corps which had not yet received a final approval. <br />The levee needs to meet specific compaction requirements for flood control. R&G is the contractor <br />who built the levees and was still responsible for the integrity of the Levees when the work needed to be <br />performed; <br />
