Page 5 of 93 <br /> Welcome to the UPWP! <br /> The Unified Planning Work Program describes the transportation planning activities to be <br /> undertaken in the Central Lane metropolitan area surrounding Eugene and Springfield. It is <br /> prepared for State and Federal agencies to meet the requirements for federal certification. At <br /> the same time the document also serves as an opportunity to provide local policy makers, <br /> affected agencies and the general public with information about regional transportation <br /> planning. Therefore, we have made every effort to make sure that the document be as <br /> informative and user-friendly as possible-while still being meaningful and complete for its <br /> original intended audience. <br /> <br /> ACRONYMS <br /> It doesn't take long to realize that the world of transportation is a world. of confusing <br /> acronyms. The title of this document itself is an acronym that will be repeated throughout the <br /> following pages: While a complete list of commonly used transportation acronyms is provided <br /> in the appendix of the UPWP, there are a few that are used so frequently they merit an up- <br /> front introduction. <br /> • The UPWP is the document you're reading now and its full name is the Unified <br /> Planning Work Program. <br /> • An MPO is a Metropolitan Planning Organization, a transportation planning entity <br /> that is required and funded by the federal government in all metropolitan areas of <br /> 50,000 people or more. A map of the Central Lane MPO can also be found in th.e <br /> Appendix. <br /> The official policy board for the Central Lane MPO is the MPC or the Metropolitan <br /> Policy Committee. Members of the MPC represent the Cities of Eugene, Springfield, <br /> and Coburg, Lane County, Lane Transit District and the Oregon Department of <br /> Transportation. <br /> • For public involvement purposes, the MPC has also appointed a CAC, the Citizens <br /> Advisory Committee who meet on a monthly basis to provide input on <br /> transportation planning issues. <br /> • Finally, this UPWP covers FY 2010 and 201 1, which is short for Fiscal Years 2010 and <br /> 201 I. This covers the period of time from July I, 2009 to June 30, 201 I. <br /> Again, these are the most frequently used acronyms. Other commonly used acronyms can be <br /> found at the end of the document in the Appendix.
