Ensure complete <br /> and accurate information and documentation, timely public notice, equal and full <br /> public access to public information and decision-making. Support early and <br /> continuing involvement of the public in developing the Regional Transportation <br /> Plan (RTP) and the Metropolitan Transportation Improvement Plan (MTIP). <br /> DISCUSSION <br /> The public involvement work program element is described as action items or <br /> core MPO operational activities in the paragraphs that follow. Core MPO <br /> Operations relating to Pubfic Participation include staffing the Citizen's Advisory <br /> Committee, maintaining the MPO website, and implementing the adopted Public <br /> Participation Plan. In addition to these efforts, the MPO has identified several <br /> action items to enhance, or improve the program. Action Items identified for the <br /> first fiscal year of the plan in FY 10 include the annual evaluation of the Public <br /> Participation Plan, implementation of a central clearinghouse for transportation- <br /> relatedpublic involvement opportunities, completion of Phase II of the eMPO, <br /> and implementation of the agency's Title VI plan. The public involvement efforts <br /> cover several work elements described elsewhere in theUPWP, including the <br /> RTP update, MTIP updates and amendments, air quality, and refinement plans as <br /> required by SAFETEA-LU. <br /> ACTION ITEMS (LCOG) <br /> 1. Public Participation Plan Evaluation <br /> Evaluate the Public Participation. Plan (PPP) adopted in January 2007 to <br /> ensure broad public participation during the development, review, and <br /> refinement of regional transportation programs and to meet the <br /> requirements in SAFETEA-LU. Include evaluation of policies and core <br /> public involvement to be used with each key MPO product. <br /> Tasks Year 1 <br /> ¦ Conduct a comprehensive annual review of the Public Participation Plan. <br /> Coordinate with the Citizen. Advisory Committee and the Metropolitan <br /> Policy Committee. <br /> ¦ Collect data to ensure policies are being followed and to assess and <br /> improve evaluation measurements in the PPP. <br /> ¦ .Develop and use comment forms at public outreach events to assess <br /> evaluation measurements from the PPP, such as participant satisfaction, <br /> Central Lane MPO Unified Planning Work Program FY 2010 and 2011 <br /> <br />
