Overview of the UPWP <br /> INTRODUCTION <br /> The Unified Planning Work Program (UPWP) is a federally required certification document <br /> describing the transportation planning activities to be undertaken in the Central Lane <br /> metropolitan area for a specific fiscal year or years. Development of the UPWP provides locale <br /> agencies with an opportunity to identify transportation needs, objectives and products. The <br /> UPWP sets priorities for regional transportation planning activities that are responsive to the <br /> goals set by the regional transportation plan, and the federal mandates of the current <br /> transportation funding bill-within the guidelines set by the U.S. Department of Transportation. <br /> The Unified Planning Work Program for Fiscal Years 20 I 0 and 201 I contains the following: <br /> • Planning tasks in seven program areas to be conducted over aone- to two-year period; <br /> • ' Federally funded studies and all relevant state and local planning activities related to <br /> integrated transportation planning conducted without federal funds; <br /> • Funding sources for each program area; and <br /> • The agency or agencies responsible, for each task or study. <br /> The UPWP describes the amount of funding available for each major activity. It does not detail <br /> the level of effort and the level of funding each item within the work task will receive. This is <br /> because the amount of work required to accomplish each task is heavily dependent on the <br /> context of the work at the time_it is undertaken. Also, unforeseen events or requirements <br /> often arise that necessitate a shift in resources. The MPO policy board can direct staff effort <br /> toward certain tasks or can direct amendment of the UPWP to respond to changing needs. <br /> <br /> . Objectives <br /> The activities described in this UPWP support seven major objectives for the Central Lane <br /> MPO's transportation planning program: <br /> I . Provide a neutral forum that allows local officials to make informed decisions and set <br /> priorities on area-wide transportation matters. <br /> 2. Ensure timely and logical development of the transportation system in the' Central Lane <br /> metropolitan area. <br /> 3. Ensure maintenance offederal and state ambient air standards for carbon monoxide; <br /> work with Lane Regional Air Pollution Authority to ensure that other criteria pollutants <br /> remain below the National Ambient Air Quality Standards: <br /> 4. Ensure development of the Regional Transportation Plan and the Metropolitan <br /> Transportation Improvement Program in a manner that is consistent, with the local <br /> plans. <br /> 5. Ensure consistency with federal and state transportation planning requirements including <br /> the Safe, Accountable, Flexible, Efficient Transportation Equity Act -Legacy for Users <br /> (SAFETEA-LU), the Clean Air Act, Title VI, the Statewide Transportation Planning Rule <br /> (TPR), the Oregon Transportation Plan (OTP), the Oregon Highway Plan (OHP) and <br /> ` the other state modal or topic plans, and state facility plans. <br /> 6. Ensure consideration of the needs of all persons in transportation planning, especially <br /> the elderly and persons with disabilities. <br /> 7.
