CITY OF EUGENE <br /> P B <br /> U LIC WORKS ENGINEERING <br /> NON-DISCRIMINATION POLICY GUIDE <br /> As the recipient of federal financial assistance, the City of Eugene is required to comply with various <br /> <br /> - ,nondiscrimination laws and regulations, including. Title VI of the Civil Rights Act of 1964. ODOT is <br /> responsible for ensuring compliance. of these laws and reporting back to FHVUA. In order to comply with <br /> these laws and regulations,. ODOT and the City of Eugene have executed aNon-Discrimination <br /> Agreement and this.:document p'rouides a summary of required actions by staff to-meet this compliance. <br /> In the Non-Discrimination Agreement,:PWE (Eugene Public Works Engineering, the Local Transportation <br /> Agency) has agreed to perform the following eight actions: <br /> 1. Designate a Title Vl Coordinator. <br /> 2. Issue a policy statement that is circulated throughout PWE and to the general public. <br /> 3. Insert the appropriate clauses into contracts. <br /> 4. Follow the compliant process. and attempt to resolve complaints of discrimination. (Complaints <br /> on federally funded transportation projects must be forwarded to ODOT within 60 days.) <br /> 5. Participate in trainings on Title VI and other nondiscrimination issues. <br /> 6. Take action to correct deficiencies identified by ODOT/.FHWA. <br /> 7. Provide a summary of`how PWE will monitor compliance with the Agreement and Title VI <br /> requirements. <br /> 8. Collect data and document activities PWE performssupporting nondiscrimination. <br /> Title VI Coordinator <br /> The Title VI Coordinator has been identified to ODOT in a letter. Per the agreement with ODOT, a <br /> specific person must be identified and ODOT must be informed if this contact changes. <br /> 1"he Title VI Coordinator for PWE is responsible for supervising Title VI implementation within PWE, as <br /> ,well.as monitoring and reporting on PWE compliance with the Title Vl regulations: Project managers are <br /> responsible comply with this policy and to collecf the necessary data for reporting and provide it o the <br /> Coordinator. <br /> Policy Statement <br /> A Non-Discrimination Policy Statement has been signed by the City Manager and is an attachment to <br /> this guide.... <br /> Contract: Clauses <br /> The contract clauses that shall be included in all contracts subject to Title Vl compliance are attached. <br /> These clauses are in addition to any-non-discrimination clauses that the City may already include or <br /> clauses required'by other programs. o . <br /> The Complaint Process ~ - _ <br /> <br />
