The agreement allows the City to <br /> continue to own, operate and maintain wastewater and stormwater utilities located in the ODOT <br /> right of way. The agreement also allows ODOT to use the City's right of way for construction <br /> activities related to the Willamette River Bridge Project. The agreement requires that the City and <br /> ODOT coordinate the planning, design and construction of the Project and that all costs <br /> associated with the Project will be borne by ODOT. There is no transfer of funds to either <br /> jurisdiction from the other as part of this agreement.
