to the City Manager for the initiation, content, award, obtaining of signatures, budgetary <br />encumbrances and compliance with applicable federal, state and local statutes for <br />contracts which carry out the programs of their departments. <br />5. The City Manager hereby delegates to the Assistant City Manager(s), and <br />to the Department Head of the City. Departments indicated below, and such other <br />department personnel as the Department Heads shall designate, the authority to execute <br />contracts less than the following amounts: <br />Department: <br />Office of City Manager <br />Assistant City Manager (contracts <br />..for any department) $100,000 <br />Administrative Services $100,000 <br />Fire Department $ 50,000 <br />Human Resources & Risk Services $100,000 <br />Library, Recreation & Cultural Services $ 50,000 <br />Performance Contracts up to $100,000 <br />Planning and Development $ 50,000 <br />Police Department $ 50,000 <br />Public Works $100,000 <br />6. The Assistant City Manager(s) and Department Heads shall have authority <br />to execute change orders for contracts, which are within budgetary contingency for that <br />contrac# or project and are within change order guidelines of the Public Contract <br />Administrative Rules. Any change order shall be consistent with. applicable provisions of <br />the original contract. <br />7. Subdelegation of contract signing authority shall be by Administrative Order <br />of the. Department Head and shall be filed with the City Recorder and Purchasing. <br />8. Before executing any contract which is controversial or to which' some <br />political significance is attached, the Assistant City Manager or Department Head shall <br />notify the City Manager of the intent to execute the contract. <br />9. Each Department Head shall appoint a single contract administrator for their <br />department who is primarily responsible for the record keeping of contracts initiated by that <br />department. The Department Head shall notify the Purchasing Manager of the designation <br />and of any changes in the designation. <br />10. The Financial Operations Services Division shall develop a guideline <br />education program for contract development and monitoring for use by contract <br />administrators and managers and shall coordinate this program with the Human Resource <br />Administrative Order - 2 <br />
