(6) Ensuring safe and convenient access to recreation lands and facilities; and <br />(7) Maintaining, remodeling and upgrading park, recreational and cultural <br />facilities in order to respond to changing uses as well as attaining and <br />preserving operational efficiency. <br /> <br />E. Skyview Park Background: <br />1997 <br />The City purchased 2.83 acres of land for a city park concurrent with the Hawkins <br />View Phase II PUD. <br />The City of Eugene entered into an agreement with RDT Deveiompent, Inc., the <br />developer of the Hawkins View Phase II PUD, to accept the donation of two (2) <br />parcels of mitigation wetlands associated with the PUD development and adjacent <br />to the park land. The agreement states that the wetland donation will only be <br />accepted when the City receives written notice from the Division of State Lands <br />that RDT has satisfactorily completed wetland mitigation on these parcels. Upon <br />acceptance by the City, the wetland parcels will be incorporated into the park as <br />natural azeas, and will continue to be managed by the City as wetland habitat. <br />The Pazks and Open Space bond measure is passed by Eugene voters, allocating <br />$300,000 to improvements in Skyview Park.. <br />1997: <br />1998 <br />F. The Skyview Pazk Concept Plan was developed through a public involvement and <br />reseazch process from October 1999 through February 2000 <br />G. City of Eugene Pazks Planning staff hosted and`faciltated two public workshops <br />for the design of the concept plan on November 10, 1999 and January 25, 2000 <br />respectively. A third public input session was held on February 23, 2000 at the <br />regularly scheduled neighborhood association meeting to discuss and comment on <br />the final plan. <br />H. <br />I. <br />Advertisement for public involvement efforts included direct-mail postcard <br />i~vitatio`ns to over 850 neighbors, individuals and`stakeholder organizations, <br />display ads in the Register Guard and Eugene Weekly, news releases, poster <br />advertisement in the pazk and at nearby businesses, personal contact and <br />interviews with organizations and individuals, and listing on the Calendar of <br />Public Meetings. <br />The name of the park, originally referred to as Hawkins View Park, has been <br />changed to Skyview Pazk to avoid confusion with the nearby Hawkins Heights <br />Park. For purposes of his administrative order, it is acknowledged that the <br />attached concept plan for Hawkins View Park is one and the same as the concept <br />plan for Skyview Pazk. <br />
