CONCERNING NOTICE OF INTENDED AMENDMENT OF <br />INDUSTRIAL PRETREATMENT PROGRAM FEES. <br />The City Manager pro tem of the City of Eugene finds as follows: <br />A. Sections 2.020 and 6.546 of the Eugene, Code, 1971 authorize the City Manager to <br />determine and set fees and charges to be imposed by the City for services, goods, use of municipal <br />property, and licenses and permits, and specifically charges and fees to be paid by the industrial users <br />of the City wastewater system who are subject to the provisions of Sections 6.501 to 6.596 of the <br />Eugene Code, 1971. <br />B. In accordance with the procedures set forth therein, Administrative Order No. 58-97- <br />17-F was issued on October 20, 1997, amending the Industrial Pretreatment Program fee schedule. <br />I intend to amend that schedule by increasing the annual. discharge permit fee. The annual discharge <br />permit fee is collected from permittees and then paid to the Department of Environmental Quality <br />(DEQ). The DEQ has increased their fee by 20% and, therefore, the fee collected from the City's <br />permit holders should be increased to compensate for the increase by DEQ. In addition, I intend to <br />discontinue the charge for grease trap waste surcharge. <br />C. I find that the proposed revisions to the Industrial Pretreatment Program fee schedule <br />as set forth in Exhibit A attached hereto are consistent with applicable policies and directives of the <br />City Council, including those developed during the Eugene Decisions process, and the provisions <br />of Section 6.546 of the Eugene Code, 1971, that require fees be established that reduce the City's <br />costs associated with setting up and operating the pretreatment program; establishing sampling, <br />monitoring, inspection, and surveillance procedures; reviewing accidental discharge procedures and <br />controls; and processing permit applications. <br />On the basis of these findings, I order that: <br />1. Copies of the Notice, attached hereto as Exhibit A, be provided to the Mayor and City <br />Councilors, published in the Register Guard, a newspaper of general circulation within the City, <br />posted at two locations at City Hall, and be made available for inspection by interested persons at <br />the offices of the City Manager, 777 Pearl Street, Eugene, Oregon 97401 during regular business <br />hours (8:00 a.m. to 5:00 p.m., Monday through Friday, exclusive of holidays). <br />Administrative Order - 1 <br />
