ADMINISTRATIVE ORDER NO. 58-02-13-F <br />of the ' <br />AIRPORT MANAGER <br />REVISION OF THE AIIZPORT FEE SCHEDULE BY ADDING <br />ADMINISTRATIVE PROCESSING FEES ASSOCIATED WITH NON- <br />COMMERCiAT,HANGAR SITE LEASES RATIFYING THEUNAMENDED <br />FEES, AND REPEALING ADMINISTRATIVE ORDER N0.58-01-12-F. <br />The.Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br />to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br />City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2.' <br />B. Pursuant to.that delegated authority, on Apri122, 2002, I issued Administrative Order <br />No. 58-02-13, and notified the Mayor and City Councilors that I intended to amend Admuustrative <br />Order No. 58-01-12-F, which was issued on July 23, 2001, by adding to the Airport Fee Schedule <br />a new Section 12 establishing administrative processing fees for transactions for and under Non- <br />Commercial Hangaz Site Leases. The processing fees were approved by the Airport Advisory <br />Committee on Mazch 12, 2002. <br />C. The Notice was also posted at two locations at the Airport and published in the <br />Register-Guard, a newspaper of general circulation within the City, on Apri126, 2002. In addition, <br />the Notice was made available for inspection by interested persons at the offices of the Airport <br />Manager, ,28855 Lockheed Drive, Eugene, Oregon, 97402, during normal business hours (8:00 a.m. <br />to 5:00 p.m. Monday through Friday, exclusive of holidays). The Notice provided that written <br />comments would be received for a period of 15 days from the date of posting and publication. No <br />written comments were received within the time or in the manner required in the notice. <br />D. _ Based on the above findings, and the findings in Administrative Order No. 58-02-13, <br />I find that, after investigating the fees charged at other airports, the City's policies on recovery of <br />actual costs of providing services, and the revenue needs of the Eugene Airport, a new Section 12 <br />establishing administrative processing fees for transactions for and under Non-Commercial Hangar <br />Site Leases should be added to the Airport Fee Schedule, and that the unamended fees should be <br />ratified and Administrative Order No. 58-01-12-F should be repealed as of the effective date of this <br />order. <br />On the basis of these findings, I order that: <br />1.
