~ ~~ <br />ADMINISTRATIVE ORDER NO. 58-02-27 ~Q~/ <br />(, of the <br />AIRPORT MANAGER <br />CONCERNING NOTICE OF PROPOSED REVISION OF THE AIRPORT <br />FEE SCHEDULE BY ADDING FINGERPRINTING AND PROCESSING <br />FEES, A SIGNATORY B-GATE DOCKING STATION RENTAL FEE, <br />ADDING FEES FOR THE ADMINISTRATIVE PARING LOT TO THE <br />AUTOMOBILE PARKING FEE SECTION, AND ADDING A NEW SECTION. <br />14 SETTING FORTH MISCELLANEOUS FEES FOR COPIES OF <br />DOCUMENTS. <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br />to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br />City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br />B. Pursuant to that delegated authority Admnstrative Order No. 5 8-02-21-F was issued <br />on August 18, 2002 revising and ratifying the Airport Fee Schedule attached as Exhibit A thereto. <br />C. Newly imposed federal regulations require that all persons who have access to the <br />City's airfield must. be fmgerprinted, with those fmgerprints processed by a federally approved <br />agency. Some of the persons who are required to have access to the airfield are City or other <br />governmental employees, while others are non-governmental employees. This requirement results <br />in costs incurred by the City for all employees, with additional administrative expenses incurred with <br />respect to non-governmental employees. Staff has also recommended the addition of a Signatory <br />B-Gate Docking Station Rental Rate; a revision to Section 10 of the fee schedule to add a monthly <br />parking space rental rate for the Administrative Parking Lot (which is rented by contract only); and <br />the addition of a new section that sets forth the charges for copies of the Airport Development Study, <br />Airport Master Plan; Hotel Feasibility Study, Airport Rules and Regulations, and for replacement <br />of lost security badges. <br />D. I concur with the recommendations, and after investigating the fees charged at other <br />airports, the City's policies on recovery of actual costs of providing services, and the revenue needs <br />of the Eugene Airport, I have determined that the Airport Fee Schedule should be amended as noted <br />in Finding C above, as set forth in the Notice of Intended Amendment of the Airport Fee Schedule <br />attached as Exhibit A hereto. <br />On the basis of these findings, I order that: <br />Administrative Order - 1 <br />r:\adminord\fees\029apfee l ao.wpd(09/13/02) <br />
