4.1 Compliance with Federal Law. All aeronautical activity and commercial operations <br />at the Airport shall comply with the regulations and directives of the FAA and any other federal <br />agency with jurisdiction over airports, and with the directives of the Airport control tower. <br />4.2 Permit Required. No person shall conduct commercial operations or engage in <br />aeronautical activity at the Airport, use the Airport as a base for the conduct of business, or otherwise <br />provide services or goods to travelers, customers, a permittee or a lessee at the Airport, without first <br />obtaining a written permit or lease from the Airport Manager. The duty to obtain a permit for <br />supplying services or goods to a single permittee or lessee maybe waived by the Airport Manager <br />if the extent of the activity is not substantial. Such a permit shall be issued and revoked under the <br />procedures set out in Rules 9 and 10. <br />4.3 Operation of Motor Vehicles. The operation of all motor vehicles at the Airport <br />shall comply with: <br />4.3.1 State laws regarding motor vehicle operation, including the Oregon Vehicle <br />Code, ORS Chapters 801 to 822; <br />4.3.2 City ordinances regarding motor vehicle operation (including the provisions <br />of Chapter 5 of the Eugene Code, 1971); <br />4.3.3 Orders, signals, and directives of the Airport Manager; <br />4.3.4 Traffic control devices; and <br />4.3.5 The following restrictions: <br />4.3.5.1. All motor vehicles except emergency vehicles responding to an <br />alarm, shall yield the right of way to an aircraft in motion; <br />4.3.5.2. No motor vehicle used for hauling trash, dirt, or any other wastes <br />shall be operated unless the vehicle is constructed so as to prevent the contents from <br />dropping, leaking or otherwise escaping. <br />4.4 Parking. All motor vehicles shall be parked in compliance with state law, local law <br />(including the provisions of Chapter 5 of the Eugene Code, 1971), restrictions posted on authorized <br />signs, and the following: <br />4.4.1 No person shall park a motor vehicle in a paid parking area without paying the <br />charges, or park in excess of the.prescribed time limit for a particular parking area. <br />4.4.2 No person shall park a motor vehicle other than in areas established for <br />parking or in a manner that obstructs or interferes with vehicular traffic. <br />4.5 Removal of Vehicles. The Airport Manager may remove from any area of the <br />Airport any vehicle which is disabled, abandoned, or parked in violation of these rules, at the <br />operator's expense and without liability for damage which may result from the removal. Any towing <br />of vehicles shall conform to the applicable sections of Sections 4.980 to 4.988 of the Eugene Code, <br />1971, relating to towing. <br />4.6 Restricted Areas. No person shall use any part of the Airport in a manner contrary <br />to posted official directives applicable to that area.
