ADMINISTRATIVE ORDER NO. 58-03-10-F <br />of the <br />AIRPORT MANAGER <br />REVISION OF SECTIONS 2, 4 AND 5 OF THE AIRPORT FEE SCHEDULE <br />CONCERNING NON-SIGNATORY/SCHEDULED/UNSCHEDULED <br />AIRLINES' FEES, LANDING FEES, AND TERMINAL BUILDING RENTAL <br />RATE; AND REPEAL OF ADMINISTRATIVE ORDER N0.58-02-27-F. <br />The Airport Manager of the City of Eugene finds as follows: <br />A. Authority is granted ta'the City Manager of the City of Eugene under Sections 2.440 <br />to 2.442 of the Eugene Code, 1971 to set fees and charges for the use of the Eugene Airport. The <br />City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br />B. Pursuant to that delegated authority, on June 18, 2003, I issued Administrative Order <br />No. 58-03-10, and notified the Mayor and City Councilors that I intended to amend the Airport Fee <br />Schedule established by Administrative Order 58-02-17-F on October 17, 2002, as set forth in the <br />Notice attached thereto. <br />C. Notice was also posted at two locations at the Airport and published in the Register <br />Guard, a newspaper of general circulation within the City, on June 23, 2003, provided to persons who <br />had requested notice, persons who aze currently paying such charges, and was made available for <br />inspection by interested persons at the offices of the Airport Ma~lager, 28855 Lockheed Drive, <br />Eugene, Oregon 97402 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through <br />Friday, exclusive of holidays). <br />D. Notice provided that written comments would be received for 15 days from the date <br />of posting and publication. No comments were received within the time or in the manner described <br />in the Notice. <br />E. Based uponthe above findings and the findings inAdministrative OrderNo. 58-03-10, <br />and after investigating the amount chazged for such use in the past; comparable amounts or rates <br />charged by other airports; the amounts or rates and other municipal benefits agreed to by comparable <br />users of the airport in a contract, lease, or permit; and, the revenue needs of the airport, I have <br />determined that the Airport Fee Schedule should be amended as proposed. As of the effective date <br />of this Order, Administrative Order 58-02-17-F and the fees established thereunder, should be <br />repealed, and the unamended fees should be ratified and affirmed. <br />On the basis of these findings, I order that: <br />1. The fees set forth in Exhibit A attached hereto, are the fees to be charged for the <br />services described therein as of the effective date of this order. <br />2.
