security or traffic control services for the event, the event organizer will be charged for the services <br />- provided by the officers. Fees for event services provided by City of Eugene police officers are <br />established by Administrative Order of the City Manager pursuant to section 2.020 of the Eugene <br />Code. <br />(7) Permit Application Decision. The Executive Director or designee must <br />grant or deny an application for a park use permit within fourteen days of receipt, unless the <br />Executive Director or designee extends the processing period by an additional fourteen days by <br />written notice to the applicant. Any application not acted on by the deadline shall be deemed <br />granted, conditional upon any of the requirements being satisfied. If, after submission of an <br />application but before the Executive Director or designee renders a decision, the applicant submits <br />additional application materials, the Executive Director or designee must grant or deny the <br />application within fourteen days of receipt of the additional application materials. <br />(S) Permit Denials. <br />(a) A denial of a permit application must be made in writing and sent by <br />first class mail to the applicant at the address stated in the application.. The notice of <br />denial shall set forth the grounds upon which the permit was denied, and where <br />feasible, shall contain a proposal by the Executive Director or designee for measures <br />by which the applicant may cure any defects in the application or otherwise procure <br />a permit. <br />(b) An applicant may appeal the denial of a permit to a hearings officer <br />in the manner prescribed by section 2.021 of the Eugene Code. The hearings <br />officer's decision is final. Pursuant to ORS 34.020, an applicant has the right to <br />appeal the hearing officer's final order by filing a Writ of Review in Circuit Court. <br />(c) To the extent permitted bylaw, the Executive Director or designee, <br />may deny an application for a permit on any of the following grounds: <br />1. The applicant or the person on whose behalf the application <br />for permit was made has on prior occasions made material misrepresentations <br />regarding the nature or scope of an event or activity previously permitted or <br />has violated the terms of prior permits issued to or on behalf of the applicant; <br />2. The application for permit (including any required <br />attachments and submissions) is incomplete or improperly executed; <br />3.
