ADMINISTRATIVE ORDER N0.21-04-d1 <br />of the <br />City Manager <br />City of Eugene, Oregon <br />ADOPTING POLICIES AND PROCEDURES FOR RESPONSES TO PUBLIC <br />RECORD REQUESTS. <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the <br />City Manager is designated as the administrative head of the City, specifically authorized to appoint <br />and remove all employees (except as otherwise provided in the Charter), organize, and, as deemed <br />necessary, dzsband and reorganize various City departments, and to enforce all ordinances of the <br />City. <br />B. All written documents produced or received by the City, without regard to format, are <br />considered public records, subject to disclosure, except as specifically exempt under state law. Since <br />requests for copies of these public records are submitted to individual City departments or divisions <br />it is important to establish a policy that ensures all requests are responded to in a consistent manner <br />and in compliance with state law. <br />Now, Therefore, <br />The City Manager of the City of Eugene Orders and Directs that: <br />I. Based on the above findings, which are adopted herein, all requests for copies of <br />public records of the City of Eugene shall be processed and responded to as provided in the <br />following Policies and Procedures for Responses to Public Records Requests, which is hereby <br />adopted: <br />POLICIES AND PROCEDURES FOR RESPONSES <br />TO PUBLIC RECORDS REQUESTS <br />1. Public Records -Defined. All documents produced, written or received by the City <br />are public records, and are subject to inspection unless specifically exempt under state law. ORS <br />192.420. <br />2. Public Records - Exemutions.
