(6) Ensuring safe and convenient access to recreation lands and facilities; and <br />(7) Maintaining, remodeling and upgrading park, recreational and cultural <br />facilities in order to respond to changing uses as well as attaining and <br />preserving operational efficiency. <br />E. Oakmont Park Background: <br />1966: The City purchased land for development as a neighborhood park serving the Cal <br />Young neighborhood. The land remained undeveloped. <br />1980's: The Eugene Montessori School, a neighbor to the west of the park, expressed an <br />interest in developing a playfield for their use. <br />1990's: In the early `90's, in response to some support for development, a proposal was <br />"floated" to extend Frontier Drive into the park and down the east side, producing <br />lots on the east side of the new street which would generate limited park <br />development funding. The informal sharing of that within the neighborhood <br />resulted in that proposal being withdrawn. <br />1998: The Parks and Open Space bond measure is passed by Eugene voters, allocating <br />$505,000 to improvements in Oakmont Park. <br />F." The Oakmont Park Concept Plan was developed through a public involvement <br />and research process from November 2001. through September 2002. <br />G. City of Eugene Parks Planning staff hosted and facilitated two public workshops <br />for the design of the concept plan on November 6, 2001 and February 21, 2002, <br />respectively. <br />H. Advertisement for public involvement efforts included direct-mail postcard <br />invitations to over 800 neighbors, individuals and stakeholder organizations, news <br />releases, personal contact and interviews with organizations and individuals, and <br />listing on the Calendar of Public Meetings. <br />I. A web page was developed for the design process, where all workshop results, <br />comments, and concept plans are posted for public internet access. <br />J. An update letter discussing the progress of improvement plans, including a <br />comment sheet and request for feedback, was sent to workshop participants, <br />interested parties, stakeholders and neighbors in September 2002. <br />
