.Public Works
Engineering
City of Eugene
MEMORANDUM 858 Pearl Street
Eugene, Oregon 97401
(541)682-5291
(541) 682-5032 FAX
Date: May 24, 2004
To: Kurt Corey, Dennis Taylor
From: Fred McVey, Engineering Data Services Manager ~ ~1~
Subject: Administrative Orders for Wastewater and Stormwater User Fee Increases
Attached are Administrative Orders 58-04-12 and 58-04-13 relating to proposed adjustments to
wastewater and Stormwater user fees, respectively, for which I am requesting your approval and
signature.
The proposed increase in wastewater user fees involves both regional (MWMC) and local (City)
wastewater fees which are proposed to increase beginning on July 1, 2004. Regional wastewater user
' fees are proposed to increase by 24%, to fund on-going operations and maintenance along with needed
'`~ improvements to regional wastewater facilities. Local wastewater user fees are proposed to increase by
12% to continue funding of operations, maintenance and rehabilitation of the Eugene wastewater
collection system. This is the first increase in local wastewater rates since 1993. The combined effect of
the proposed wastewater fee increases for a typical residential customer amounts to an increase of $2.75
per month, from a current total of $13.84 to a proposed total of $16.59 per month. Of this typical
increase, $2.18 is related to the regional portion while $0.57 is from the local portion of the fee. Other
user categories will see similar effects in terms of the percentage increase, with dollar amounts varying
depending on volume and strength of wastewater discharge.
The Stormwater Administrative Order reflects a proposed increase of 2.8% beginning on July 1, 2004, to
continue funding of several services that were slated for reduction in the proposed FY05 budget. The
increase is intended to provide the amount of revenue necessary to continue funding programs as
recommended by the Budget Committee on May 17, 2004. This is the first increase in Stormwater rates
since 1994. Customers in the small residential category will see a $0.15 increase in their monthly fee, to
a total of $5.03. The medium residential customer category fee will increase by $0.21 per month, to a
total of $7.29. Other user categories will see a monthly increase of $0.08 per 1,000 square feet of
impervious area.
Customers are being notified of the proposed increases through a rate notification brochure inserted into
EWEB bills beginning in early June, an article and advertisements in the Register Guard, and via the
City's web site.
_.
'' Given your leadership on related matters recently before the City Council and Budget Committee, I
know that you are well aware of the rationale and purposes of these proposed administrative orders.
However, if you need any further information or clarification, please let me know.
