NOTICE OF INTENDED INCREASE IN <br />STORMWATER SERVICE CHARGES <br />To: The Mayor and City Councilors of the City of Eugene, and other interested persons. <br />NOTICE IS HEREBY GIVEN that Section 2 of Ordinance No.19984 adopted by the Council and approved bythe Mayor <br />on September 28, 1994 established monthly stormwater customer charges effective November 1, 1994. Section C of <br />Ordinance 19984 provides that future adjustments to the monthly stormwater customer charges be effected by the City <br />Manager pursuant to Section 6.411 of the Eugene Code, 1971. <br />The City Manager has investigated the City's current revenue needs and cost of operation of the City's <br />stormwater service system and has proposed to increase tfae user fees for stormwater service as hereinafter set forth.- The <br />proposed increases are necessary in order to comply with the Council's directive that the costs of providing such services <br />be recovered from the beneficiaries of the services, and other applicable policies and directives of the City Council; are <br />consistent with applicable federal and state regulations; are comparable to the amounts charged by the City of Springfield <br />and other such service providers for comparable services; preserve the equity between difference classes of ratepayers; <br />and are based on the proposed budget of the City. <br />The current monthly rates charged for stormwater service, which were established in 1994, and the rates proposed to <br />be effective on all bills issued on or after July 1, 2004, within the City of Eugene's service area are as follows: <br />Current Monthly Fee Schedule: <br />STORMWATER USER FEES <br />User Category Small Medium Large Commercial/ <br />Residential Residential Residential Industrial <br />Impervious Surtace $3.60 $5.80 $2.00 $2.00 <br />per 1,000 sf per 1,000 sf <br />Street-Related $0.99 $0.99 $0.99 $0.70 <br />per 1,000 sf <br />Administrative $0.29 $0.29 $0.92 $0.92 <br />Total Monthly Fee $4.88 $7.08 Varies Varies <br />Application Fees: <br />Reduction or Elimination of Discharge $150.00 <br />Reduction of Impervious Area <br />Small or Medium Residential Customer $ 50.00 <br />General Customer $100.00 <br />Proposed Monthly Fee Schedule: <br />STORMWATER USER FEES <br />stormwater User fees are the sum of charges for impervious surface, street-related run-off and an <br />administrative fee.
