ADMINISTRATIVE ORDER N0.58-04-14 <br />of the <br />City Manager of the City of Eugene- <br />CONCERNING NOTICE OF INTENDED AMENDMENT OF <br />FEES FOR ENGINEERING SERVICES FOR PRIVATELY <br />CONSTRUCTED PUBLIC IMPROVEMENTS AND REPEAL <br />OF ADMINISTRATIVE ORDER N0.58-03-11-F <br />The City Manager of the City of Eugene finds as follows: <br />A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to determine <br />and set fees and charges to be imposed by the City for services, goods, use of municipal property, <br />and licenses and permits. <br />B. In accordance with the procedures set forth therein, and the further authority of <br />Section 7.130 of the Eugene Code, 1971., I intend to amend the Engineering Services Fee Schedule <br />adopted by Administrative Order No. 58-03-11-F on July 14, 2003, by increasing fees and <br />~`~~ establishing new fees, including fees to directly recover the costs of as-construct drawings andl 1- <br />month warranty inspections, as set forth in the Notice of Intended Increase in Engineering Services <br />Fee Schedule attached as Exhibit A. New fees and fee increases are necessary in order to recover <br />the full cost of engineering services for each classification of engineering employee. The proposed <br />fees have been calculated after the annual review of the costs of providing engineering services. <br />Therefore, I intend to repeal the currently effective fees set forth in Administrative Order No.58-03- <br />11-F and establish fees as proposed in Exhibit A. <br />C. In determining the proposed fees set forth in Exhibit A hereto, I have considered the <br />applicable policies, enactments and directives of the City Council, the amount charged for these <br />services by the City in the past, the full costs of providing these services supported by the fees, the <br />amounts charged by other comparable providers, and the revenue needs of the City as determined <br />by the adopted City budget. In addition, the fees are necessary in order to comply with the <br />requirements of Section 7.130 of the Eugene Code, 1971, that the fees charged cover the costs, <br />including overhead, of engineering, inspection and review services performed by the city on all <br />private or public improvements not engineered by the city. <br />On the basis of these findings, I order that: <br />1. Copies of the Notice attached as Exhibit A be provided to the Mayor and City <br />Councilors, posted at two locations at City Hall, and be made available for interested persons at the <br />offices of the City Manager, 777 Pearl Street,. Eugene, Oregon 97401, during normal business hours <br />(8:00 a.m: to 5:00 p.m. Monday through Friday, exclusive of holidays). In addition, a copy of the <br />Notice attached as Exhibit B, which identifies those fees that are $250 or greater, be published in the <br />Register Guard, a newspaper of general circulation within the City. <br />Administrative Order -Page 1 <br />
