. Street Trees <br />On June 14, 2004 a street tree plan was prepared for the three streets that border the park site. <br />The plan was approved by the urban forester on June 16, 2004. A copy of that plan is attached as <br />"Exhibit E". <br />Permitted Uses <br />Eugene Code Section 9.26301ists the allowable activities in the Park, Recreation, and Open <br />Space Zone. The Candlelight Park site is zoned R-1, Residential, which specifies that all park <br />development is to conform to the PRO Zone standards. All the proposed park features and uses <br />shown on the Final Park Design are outright permitted uses according to the code, except for the <br />restroom. A restroom in a neighborhood park requires a Site Review approval by the Eugene <br />Planning Director. Staff is looking at the project budget and preparing a cost estimate for the park <br />construction. If it looks like the first phase construction planned in 2005 will include the <br />restroom, then staff will prepare and submit an application for a Site Review approval. <br />Eugene Code Section 9.2640 list setback standards for specific uses and activities on park sites. <br />All uses and features shown on the Final Park Design either meet or exceed these setback <br />standards. <br />Now, Therefore, <br />THE EXECUTIVE DIRECTOR OF THE PUBLIC WORKS DEPARTMENT OF <br />THE CITY OF EUGENE ORDERS AND DIRECTS THAT: <br />In addition to he above findings, which are hereby adopted, I have reviewed the Final <br />Park Design for Candlelight Park, which is attached as "Exhibit D" hereto and <br />incorporated herein by reference, and find that it is consistent with the goals and policies <br />of the Eugene Parks and Recreation Plan and other adopted City policies.
