ADMINISTRATIVE ORDER N0.58-04-16 <br />of the <br />City Manager of the City of Eugene <br />CONCERNING NOTICE OF INTENDED AMENDMENT OF SECTIONS 4 <br />AND 5 OF THE AHtPORT FEE SCHEDULE AND REPEAL OF <br />ADMINISTRATIVE ORDER NOS. 58-04-O1-F AND 55-04-10-F. <br />The City Manager of the City of Eugene finds as fottows: <br />A. Authority is granted to the City Manager of the City of Eugene under Sections 2.440 <br />to 2.442 of the Eugene Code, 1971 to set .fees and charges for the use of the Eugene Airport. The <br />City Manager has further delegated that authority to the Airport Manager under Airport Rule 8.4.2. <br />B. Pursuant to that delegated authority, the most recent amendment to the Airport Fee <br />Schedule was by Administrative Order No. 58-04-01-F issued on February 12, 2004, and <br />subsequently amended by Administrative Order No. 58-04-10-F issued on April 16, 2004, revising <br />the Airport Fee Schedule attached as Exhibit A thereto. <br />C. After investigating the fees charged at other airports, the City's policies on recovery <br />of actual costs of providing services, and the revenue needs of the Eugene Airport, I have determined <br />that Sections 4 and 5 of the Airport Fee Schedule should be amended by decreasing the landing fees, <br />and increasing the terminal building rental rates as set forth in the Notice of Intended Amendment of <br />Airport Fee Schedule attached as Exhibit A. I intend to incorporate the unamended fees of <br />Administrative Order Nos. 58-44-01-F and 58-04-10-F into a new Airport Fee Schedule, and repeal <br />Administrative Order Nos. 58-04-O1-F and 58-04-10-F. <br />On the basis of these findings, I order that: <br />L - Copies of the Notice be providedto he Mayor and City Councilors, persons who have <br />requested notice, persons who are currently paying such charges, posted at two locations at the <br />Airport, published in the Register Guard, a newspaper of general circulation within the City, and be <br />made available for inspection by interested persons at the office of the Airport Manager, 28855 <br />Lockheed Drive, Eugene, Oregon, 97402, during normal business hours (8:00 a.m. to 5:00 p.m., <br />Monday through Friday, exclusive of holidays). <br />2. All persons desiring to comment on the proposed fees shall submit written comments <br />as set forth in the Notice.
