07/27/99 12:47 ^C 541 6828601 FVASTEWATER -~-~-~ PW ADMIN X002/003 <br />ADMIN'ISTRATI'VE ORDER NO. 58 -`~`I - t 3 <br />of the <br />City Manager <br />City of Eugene, Oregon <br />Delegating Authority to Sign Permits and Other Documents Relating to the <br />City's National Pollution Discharge Elimination Permit (NPDES) to the <br />Executive Director of the City's Public Works Department. <br />The City Manager of the City of Eugene f nds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 1976, <br />the City Manager is designated as the administrative head of the City, and is specifically <br />authorised to appoint and remove all employees (except as otherwise provided in the Charter), <br />and to enforce ail ordinances of the City. <br />B. In conformity therewith, the City Manager has previously entered into <br />applications for a National Pollution Discharge Elimination Permit (NPDES Perrnit). The <br />activities regulated by the NPDES Permit are administered by the City's Public Works <br />Department, and authority should therefore be delegated to the Executive Director of that <br />Department to carry out the City Manager's duties and responsibilities thereunder, including <br />the authority to sign NPDES Permit applications and monthly Discharge Monitoring Reports <br />on behalf of the City. <br />NOW, THEREFORE, <br />THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS THAT: <br />Based on the above findings, which are hereby adopted, <br />1. The authority to perform the duties and responsibilities of the City Manager <br />under the City's NPDES Permit, specifically including the authority to sign NPDES Permit <br />applications and monthly Discharge Monitoring Reports on behalf of the City is hereby <br />delegated to the Executive Director of the City's Public Works Department. <br />2. Upon finding it would be more efficient and in the public interest to do so, the <br />Executive Director of the Public Works Department is specifically authorized to in turn <br />delegate any of the duties or responsibilities delegated herein to such person or persons <br />qualified to perform the delegated duties. <br />Administrative Order -1 o5/1s/99 <br />r:\adminord~admlcmopwkwpd <br />
